AT 4:00 AM TODAY, THE EYE OF TYPHOON �KABAYAN� WAS LOCATED BASED ON SATELLITE AND SURFACE DATA AT 860 KM EAST NORTHEAST OF BASCO, BATANES (24.7�N, 130.3�E) WITH MAXIMUM SUSTAINED WINDS OF 165 KPH NEAR THE CENTER AND GUSTINESS OF UP TO 200 KPH. IT IS FORECAST TO MOVE WEST NORTHWEST AT 13 KPH.
FORECAST: THE WESTERN SECTION OF SOUTHERN LUZON WILL EXPERIENCE MONSOON RAINS WHICH MAY TRIGGER FLASHFLOODS AND LANDSLIDES WHILE VISAYAS AND THE REST OF SOUTHERN LUZON WILL HAVE MOSTLY CLOUDY SKIES WITH SCATTERED RAINSHOWERS AND THUNDERSTORMS. THE REST OF THE COUNTRY WILL BE PARTLY CLOUDY TO CLOUDY WITH ISOLATED RAINSHOWERS OR THUNDERSTORMS.
